      "details": "Luis Márquez Garrido is originally from Venezuela, and now lives and works in Belgium. He is interested in digital rights, political communication, and geopolitics. \n\nCurrently, he is the RightsCon Senior Coordinator of Program Building and Engagement at Access Now. From Brussels, he coordinates the development and implementation of the community program of RightsCon, the leading global conference on digital rights. The Call for Proposals for RightsCon 2026 (Lusaka, Zambia and online, May 5-8) receive 1600+ proposals from 130+ countries. \n\nLuis holds a bachelor’s degree in International Studies from Universidad Central de Venezuela and two master’s degrees, one in Political Communication from Universidad Complutense de Madrid and another in Diplomacy from the Diplomatic School of Spain.\n\nAfter living in Sugar Land, Texas (2000-2005) and playing several tennis tournaments in Austin, Luis is super excited to fulfil a lifetime goal: attend SXSW.",
