He is interested in digital rights, political communication, and geopolitics. \rCurrently, he is the RightsCon Senior Coordinator of Program Building and Engagement at Access Now. From Brussels, he supports the development and implementation of the community program of RightsCon, the world’s leading summit on digital rights. The Call for Proposals for the 2026 edition (Lusaka, Zambia and online, May 5-8), received 1680+ proposals from session proposers representing 132 countries.\rBefore Access Now, Luis worked at the EU Delegation to Venezuela and the European Partnership for Democracy. Luis holds a bachelor’s degree in International Studies and two master's degrees, one in Political Communication and another in Diplomacy. \rHaving lived in Sugar Land, Texas (2000-2005) and playing tennis tournaments at a young age in Austin, Luis is looking forward to finally fulfil a life goal: participating at SXSW.",
